Anne Segal took the oath of office and was sworn in by her mother, retired Pima County Superior Judge Lillian
Fisher, in December, 2008. She promises to be fair, to be efficient, to enforce the laws, and to treat everyone
with dignity and respect. In 2011, Judge Anne Fisher Segal received her doctorate in Educational Management and Development
from New Mexico State University. Judge Anne Segal wrote her dissertation about the effects of community service and
other sanctions on college students. Judge Anne Segal's research indicated that when education and community service
have a relevent relationship, there is a predictable educational result. Judge Anne Fisher Segal coined the terms "teenagogy"
and "adologogy" as descriptors for promoting better teaching methodologies for college students learning consequences
for violations of student rules of conduct. Judge Anne Fisher Segal can also now be refered to as Dr. Judge Anne

Anne received tremendous local support for the election on November 4, 2008. Over 1000 voters in Tucson,
Northern Pima County, Oro Valley, Catalina signed Anne's nominating petitions. She thanks each and every one for putting
her on the ballot, and for electing her to be your Justice of the Peace. Now that the
election is over, Judge Anne Segal has turned her attention to community service and education. Anne Segal is available
to speak to local groups or organizations about the judiciary or legal issues of interest. She is a superb lecturer,

Professional Background: Anne Fisher Segal, JD, brings a background of balanced
temperament, highest ethical standards, and broad legal experience to the Justice of the Peace position.
Judge Anne Segal was raised in Tucson and attended Ft. Lowell Elementary School, Townsand Junior High, Sahuaro High School
and graduated with distinction from the University of Arizona. She has a degree in journalism and was an editor for
the Arizona Daily Wildcat and worked as a reporter for the Tucson Daily Citizen. She won the Arizona Women's Press Contest
as well as nominations for the Hearst Foundation. Throughout her career, Anne has taken and passed
four state bar examinations -- Arizona, California, Illinois and New Mexico. This means she has undergone the thorough
and rigorous review of state law and procedure to enable her to practice law in each community. In addition,
Anne just passed her comprehensive exams in educational development philosophy and management pursuant to her PhD.
If elected, she will be the only PhD, J.D on the Justice Court bench.
After working in Washington D.C.
for Congressman Mo Udall and Senator Walter Mondale, she attended the University of San Diego School of Law where she
was a member of the Law Review. Anne worked as a San Diego County Public Defender and handled thousands of cases in the California's
equivalent of Justice Court. When Anne Fisher and Robert "Bob" Segal,
married, Anne moved to Illinois and became a prosecutor. During her tenure, Anne Segal instituted numerous programs
benefiting the Victim Witness programs, including the creation of a special waiting room for witness and videotaping children
who testified. She also instituted innovative counseling programs for domestic violence cases. She tried over
40 felony cases and, again, thousands of Justice Court cases. Missing the desert, Anne
and Bob Segal moved to New Mexico. Anne taught at the paralegal program at Dona Ana Community College and later taught
law courses to undergraduates at New Mexico State University. She then started her PhD in Educational Management and
Development.Judge Segal finished the program and graduated with honors in 2011.
At the encouragement of friends and family, Anne ran and was elected to be a Magistrate Judge and served for almost five years.
The Magistrates have the same jurisdictional authority as the courts the Pima County Consolidated Courts for Justice of the
Peace. The Court were understaffed and the judges were required to handle tremendously heavy caseloads. Again,
Anne presided over thousands of traffic cases, misdemeanors, small claims cases, as well as DUIs and Domestic Violence
cases. She actively participated in the Drug Court and helped create a mediation program for civil cases. She
was also appointed to the State Supreme Court Committee for the Rules of the Courts of Limited Jurisdiction.
In 2004, Anne and Bob decided that they needed to live closer to their aging mothers and that the school systems
in New Mexico were not sufficient to meet the needs of their children. Anne reluctantly resigned and the family moved
to Tucson. Bob and Anne Segal's family continues to thrive in Arizona. Bonnie is a sophomore at the University of Arizona,
making her a third generation Wildcat. Son Joseph Segal is a fourth year student at the Unversity of California, San
Diego and hopes to return to Arizona to attend graduate school. Stephen is joining the military in October.
Judge Anne Segal and Bob Segal look forward to spending more time with the extended family, including
the celebration of Judge Lillian Fisher for her 90th birthday. Judge Lillian Fisher also was also honored by political
action groups for her dedication to children in Pima County.

Anne is married to Robert J. Segal, M.D. Bob is an excellent dermatologist. His medical practice is at the Casas
Adobes Shopping Center at the corner of Ina and Oracle. He developed a dermatological anti-aging product line, Right
Face, and is an accomplished pilot, photographer and hunter. We have three children, Stephen, Brad
and Bonnie. Stephen finished a year of volunteer services abroad and now attends Pima Community College. Brad
served as a Senior Class President and senior editor for the newspaper at Catalina Foothills High School. He will attend
University of California, San Diego with a HHMI program. Bonnie is a Junior at CFHS and is on the pomline with
the school band as well as a member of the Student Council. Anne is the youngest daughter of
Dr. Bernard Fisher (deceased) and Judge Lillian S. Fisher (ret.) Judge Fisher served the community for numerous years
as a Superior Court Judge in Pima County. She instituted numerous programs for juvenile court. Judge Fisher is
the campaign treasurer for Anne. Marjorie Fisher Cunningham is Anne's sister. Margie and George
Cunningham have served the Arizona community for many years. Margie is a well-known and well-established attorney and
George served in the Arizona Legislature. George recently retired as the Governor's assistant chief of staff for
the Arizona budget. Margie is the chairman of the Committee to Elect Anne Segal Justice of the Peace. Michael
Fisher established a juice company and now lives in Florida. Although Anne just moved back to Tucson
four years ago, she firmly believes that you give to the community that gives to you. She served as the FFO (PTO)
president for Catalina Foothills High School and served on the Board for the Catalina Foothills School District Foundation.
For two years, she chaired one of the primary fundraisers for the school district, "Love Our Schools," which generated
over $100,000. She also served on the Accountability Committee for the high school, hosted the principal selection
committee and volunteered for the Orange Grove Middle School FFO. She was a Board member of the CFHS Cheerleaders Parent
Group. Anne is the co-chair of the Jewish Federation Connections Luncheon for 2009. She recently decided to and
plans to participate with Youth on Their Own.

news!! You are in fact allowed to express yourself by putting up a political sign for Anne. It is your right to exercise
free speech! The specific law was is under the A.R.S. 33:1808:C. This law 'trumps'
local CC&R's which prohibit political signs. In effect the law allows a homeowner to place political signs on

To the west, the line is at Shannon Road. At Shannon, the line is then to the county line. The east end is essentially
Sabino Canyon Road, but includes areas up to Catalina Highway as well as Winter Haven and the town of Catalina. Please

years as a Magistrate Judge, I know that I have the experience, understanding and personality to serve as your judge.
